Description of problem:
The client would like to take advantage of a compliance threshold similar to what is available in the Insights Compliance app. 

Per the client:
1. Proposed title of this feature request  
[RFE] Satellite should have Compliance threshold like Red Hat Insights
  
2. What is the nature and description of the request?  
Enhancement via plugin or reports on satellite web ui. 

3. Why does your organization need this? (List the business requirements here)  
This will allow us to better determine our actual compliance numbers in line with our internal policies.


4. How would you like to achieve this? (List the functional requirements here)  
We would like to be able to specify a compliance threshold similar to what is available in the Insights Compliance app to define a minimum percentage of rules that must be met for a server to be considered compliant with an OpenSCAP profile.
