 What is the nature and description of the request?

Satellite can't combine it's setup with other Satellite. In case one Satellite in Region "A" is unreachable a Satellite in Region "B" can't assume the operations of Region "A".

Satellite is not redundant.

How to share Satellite setups among other Satellites in different locations, building a redundant environment? Capsules are not the answer since it is linked to a specific Satellite, as an example, in case a Capsule lost connectivity with Satellite "A", it can't be pointed to Satellite "B" 


- How reproducible:

In a environment with two Satellites ( A and B), if you shut off the Satellite A, capsules will not be redirected to Satellite B.


- Actual results:

Capsules or Hosts are not pointed to other Satellites, except for those which it's registered in.

- Expected results:

If a Satellite is turned off, or lose connectivity, a Capsule/Host is capable to be manageable, by other Satellite.

- Is there already an existing RFE upstream or in Red Hat Bugzilla?  
  
There are two similar but not exactly the same, however it could be useful since it could cover both needs.
