Description of problem:
Rolling update does not enable tools repo in grafana node and it does not login to docker registry as well in grafana node

Version-Release number of selected component (if applicable):
ceph-ansible-4.0.41-1.el7cp.noarch

ceph version 14.2.11-95.el7cp (1d6087ae858e7c8e72fe7390c3522c7e0d951240) nautilus (stable)

How reproducible:
Always

Steps to Reproduce:
1. Configure 3.x cluster
2. upgrade the cluster to 4.x using rolling_update.yaml playbook

Actual results:
upgrade the cluster to 4.x completes successfully

Expected results:
upgrade fails since tools repo does not get enables in grafana node and also docker registry does not get logged in.

I updated this bug to MODIFIED for RHCS 5.0, but this bug is actually targeted to 4.2 z2, so I will reset this back in order to track fixing it in RHCS 4.
