This clone is being used to prototype a new issue tracking process for Telco

This is not a test; but a prorotype.  I moved to 4.8 to avoid the issues with the 4.7 tracker.

The parent issue is Verified now and the fix is already part of OCP 4.7.z nightlies (4.8 needs RHCOS rebuild). Also stalld re-enablement is tracked here bug 1947773

This bug will be shipped as part of next z-stream release 4.7.11 on May 19th, as 4.7.10 was dropped due to a blocker https://bugzilla.redhat.com/show_bug.cgi?id=1958518.
