Description of problem:
engine-setup doesn't setup the latest ovirt-engine

We have noticed that engine-setup doesn't setup and install latest engine, even if the relevant packages were just downloaded.

After installing latest 4.4.5-11 or 4.4.5-2 rpm and running update to the engine packages. The engine-setup executed right after doesn't install the new ovirt-engine packages as expected.
This is most probaly becuase the repo link contains both 4.4.4.7 and 4.4.5 packages and engine-setup got confused by it.

How reproducible:
100%

Steps to Reproduce:
1. Have a running 4.4.4.7 or 4.4.5-11 RHV engine
2. Install latest 4.4.5-2 rpm
3. update ovirt-engine
4. run engine-setup

Actual results:
All ovirt-engine packages are updated as expected. BUt, engine-setup doesn't recognize any updates and doesn't install anything.
While the UI plugin shows Version 4.4.5.2-0.1.el8ev
the query on the host shows rhvm-4.4.4.7-0.1.el8ev.noarch
The engine-backend wasn't installed. 

Expected results:
engine-setup must recognize the new ovirt-engine packages and install them as expected. 

Additional info:
I suspect that the reason for it is that the link repo contain 4.4.4.7 and 4.4.5-2 ovirt-engine packages and this confuses the engine.

Decided to close as duplicate of bug 1908617, as current was caused by the fix for that one - and since it's in QE, no need to have to bugs.
