python-MySQL is updated to 0.10.x for python36 module, see #1885641. It means python38 currently has older version of this package. We should consider updating it at some point.

Moving to 8.5.0 for now, as we don't have any strong reason to hurry for 8.4.0.

During the triaging meeting, we decided to go with 8.4.0 at the end.
