Description of problem:


When registering a host to RHSM, using the anaconda installer, the use is presented with a message similar to the following:

"Ignoring request to auto-attach. It is disabled for org "$ORGID" because of content access mode setting. 

Version-Release number of selected component (if applicable):
8.3 installer ISO from https://access.redhat.com/downloads/content/479/ver=/rhel---8/8.3/x86_64/product-software  

(Though this should be reproducible across all architectures). 

How reproducible:
100% (when the organization is in SCA mode)


Steps to Reproduce:
1. Configure your organization for Simple Content Access
2. boot a system from ISO
3. Select 'Connect to Red Hat' in the main spoke. supply username/password, click register

Actual results:

An error message is returned stating "Ignoring request to auto-attach. It is disabled for org "$ORGID" because of content access mode setting."


Expected results:

Registration should be successful as in simple content access mode, subscriptions are not required to be attached to hosts.
