Description of problem: 
When using nouveau and llvmpipe  cursor stutter, wayland animations are slow and laggy. Stutters in gdm. 


How reproducible: 100%

Steps to Reproduce:
1. nvidia gpu with nouveau and llvmpipe
2.boot 

Actual results: stutters


Expected results: no stutters, system should be responsive and fast.


Additional info:
tested with  ampere and turing gpu

Tested with new mutter. No stutters were spotted.
