Cause: Component was not internationalized. Consequence: Text in component was not internationalized. In addition, resource kinds were not either. This could lead to inconsistencies with other parts of the application. Fix: i18ned component. Result: Bug is fixed.

Description of problem:
The ResourceListDropdown component was not internationalized and is not included in the 3 IBM PRs to clean up remaining strings. It needs to be internationalized.

Steps to Reproduce:
1. Go to Events page.
2. ResourceListDropdown is not internationalized.

Actual results:
ResourceListDropdown is not internationalized.

Expected results:
Text is internationalized.

follow the same steps in comment 0, now the resource dropdown list on Events page is internationlized

Verified on 4.8.0-0.nightly-2021-02-18-001523
