Description of problem:

Package perl-MooseX-Getopt-0.74-6.el8 can't be installed on RHEL8
It's dependency is missing - perl(namespace::autoclean)
(adding to copy paul the owner of the package perl-namespace-autoclean)

You can find perl(namespace::autoclean) in the Code Ready Builder/Powertools repository.
EPEL8 depends on that repository being enabled.
