"pubsub" API must be enabled for Red Hat Ceph Storage Object Gateway in order to perform Topics operations.

This API is enabled by default but if the rgw_enable_apis parameter is explicitly set in the ceph.conf file it must include at least "s3" and "pubsub" values.
