Description of problem:

Red Hat Insights allow us to understand how customers deploy and configure Red Hat OpenStack deployments. This data from Insights is being analyzed and used by teams in various ways to improve the product and make decisions that are based on actual production environments.
That being said, TripleO doesn't provide an easy or simple way for customers to opt-in to Insights. The way for them to opt-in today is by using Insights client on each node of the cluster and this is far from being an optimal solution.


Version-Release number of selected component (if applicable): 16.1 and possible any previous version

Actual results: Only a subset of Red Hat OpenStack customers opt-in to Insights or it might be that we get data to Insights from only a subset of the cluster, if a node was accidentally missed or Insights was enabled only on the undercloud for example.

Expected results: Provide a way in TripleO for customers to opt-in the entire deployment. Basically, an environment file and/or an option they provide to the deploy command that will opt-in the entire Red Hat OpenStack deployment.

Insights is not a feature of Cloudops. In my understanding, this like a register the whole deployment option.
