Description of problem:

Non-admin user with viewer role is able to click on "Create Host Collection"

How reproducible:


Steps to Reproduce:
1. Create a non-admin user with 'viewer' role.
2. Login with the above non-admin role.
3. Goto Hosts -> Host Collections
4. Click on Create Host Collection.

Actual results:
Non admin user with "Viewer" role is able to see this option.

Expected results:
Non admin user with "Viewer" role should not be able to see or click this option

This is fixed by the fix for upstream issue tied to https://bugzilla.redhat.com/show_bug.cgi?id=1922134.
