Cause: The task that checks if the realm system user already exists shouldn't be run if the fact `zone_users` hasn't been set. Consequence: Playbook failed on the task that checks if the realm system user already exists since the fact `zone_users` is undefined. Fix: Skip the related task if the fact `zone_users` hasn't been set Result: The playbook doesn't fail.
