Description of problem:
Created a 4.7 cluster, and generated minimal ISO. 
The issue is that nodes failed to boot (no ping, no ssh).

How reproducible:
100%

Steps to Reproduce:
1.Created a cluster, and generated minimal ISO. 
2. Boot the nodes

Actual results:
All nodes registered

Expected results:
No node registered

Issue found by automation:
test_discovery_ignition_override[minimal-iso]
test_install_with_minimal_iso

This BZ opened for tracking. 
Note that automatic tests are now skipped, until defect fix.

I have ran both of our tests using minimal_iso and both were successful.
