Description of problem:
RHACM Observability installation failing for OCP4.5

Version-Release number of selected component (if applicable):
RHACM 2.1.2 

How reproducible:
After installing RHACM 2.1.2 and then RHACM Observability on top of a fresh OCP deployment.

Steps to Reproduce:

The full error message is:

Failed to rollout the stack. Error: running task Updating Grafana failed: reconciling Grafana ClusterRoleBinding failed: updating ClusterRoleBinding object failed: clusterrolebindings.rbac.authorization.k8s.io "grafana" already exists

Thanks @KOSAL RAJI to report this issue. there is a similar issue https://bugzilla.redhat.com/show_bug.cgi?id=1913398

the fix will be available in RHACM 2.1.3. so far, there is no workaround way to bypass the issue. We have to wait for 2.1.3. 2.1.3 will be delivered in this month. Thanks.
