Description of problem: When I attempt to create a VM Snapshot from the UI I get an error stating:

An error occurred
virtualmachinesnapshots.snapshot.kubevirt.io "fedora-legislative-beaver-2021-2-3" is forbidden: cannot set blockOwnerDeletion if an ownerReference refers to a resource you can't set finalizers on: , <nil>

How reproducible: Always


Steps to Reproduce:
1. Go to a VM's snapshots tab
2. Click create snapshot and fill out the form
3. Click Save

Actual results:
The above error is raised

Expected results:
Snapshot should be created successfully

Snapshot of the same VM works fine when logged in as kubeadmin

Also, I can create a VM Snapshot from the CLI as the same unprivileged user which fails in the UI.
