Description of problem:
Tooltips overlap data instead of pointing to it.
Browser title tooltips are unneeded and unhelpful.

How reproducible:
Always

Steps to Reproduce:
1. Create a Pipeline
2. Run it a bunch
3. Look at the tooltip for Number of Pipeline Runs (or any of the points that are at the top of their chart) 

Actual results:
Tooltip overlaps the bar and has no point.

Expected results:
Points down to the bar with the tooltip above.
