Description of problem: There is a vectorization codegen problem in gcc8/9 on aarch64. This is a RHEL8 clone of the defect at https://gcc.gnu.org/bugzilla/show_bug.cgi?id=98949


Version-Release number of selected component (if applicable): RHEL 8.x/gcc 8


How reproducible: 100% given the testcase at the above url


Steps to Reproduce:
1. build & run testcase for assertion

Not sure if I should open a DTS9 specific bug too...

Unfortunately the patch (Comment 3) broke everything on aarch64, so I've reverted it.  But it should be brought as part of a wider rebase, tracked in bug 1946758.  Resetting DTM/ITM.
