Description of problem:
According to BZ1859274, OVN should support FIP QoS on latest 16.1 builds.

However, two issues have been identified (probably they are related):
A) The command 'openstack extension list' does not show qos-fip, despite qos-fip has been added to the list of extension_drivers.

The following log indicates that the extension is available:

But the output of the extension list command does not include qos-fip.

B) An error is raised when trying to assign a qos-policy to a FIP:
HTTPBadRequest 'message': "Unrecognized attribute(s) \'qos_policy_id\'"
