Description of problem:

reposync unnecessarily downloads the same metadata

Version-Release number of selected component (if applicable):
RHEL8.3

How reproducible:
Always.

Steps to Reproduce:

Anytime we use the `reposync` command, for example:
~~~
# reposync -m -c hello.conf -p "/root/hello"
~~~

Actual results:

The identical repository metadata is always downloaded.

Expected results:

Identical metadata should not be downloaded over and over again.

I am sorry but it looks like that the issue is resolved and the attached customer report is closed. See - https://bugzilla.redhat.com/show_bug.cgi?id=1931904.

Additionally there is always some small data (repomd) that DNF has to re-download to verify that METADATA are fresh.
