Description of problem:
dnsperf-2.3.4-4.fc32 requires libdns.so.1112()(64bit), which was provided by bind-libs-lite-9.11.26-2.fc32, but the new bind-libs-lite-9.11.27-1.fc32 provides libdns.so.1113()(64bit), so bind-libs-lite upgrade is being held back by dnsperf.

Steps to Reproduce:
1. have dnsperf-2.3.4-4.fc32 & bind-libs-lite-9.11.26-2.fc32 installed
2. dnf upgrade

Actual results:
 Problem 4: package dnsperf-2.3.4-4.fc32.x86_64 requires libdns.so.1112()(64bit), but none of the providers can be installed
  - cannot install both bind-libs-lite-32:9.11.27-1.fc32.x86_64 and bind-libs-lite-32:9.11.26-2.fc32.x86_64
  - cannot install the best update candidate for package dnsperf-2.3.4-4.fc32.x86_64
  - cannot install the best update candidate for package bind-libs-lite-32:9.11.26-2.fc32.x86_64
 Problem 5: package dnsperf-data-2.3.4-4.fc32.noarch requires dnsperf = 2.3.4-4.fc32, but none of the providers can be installed
  - package dnsperf-2.3.4-4.fc32.x86_64 requires libdns.so.1112()(64bit), but none of the providers can be installed
  - package bind-libs-lite-32:9.11.26-2.fc32.x86_64 requires bind-license = 32:9.11.26-2.fc32, but none of the providers can be installed
  - cannot install both bind-license-32:9.11.27-1.fc32.noarch and bind-license-32:9.11.26-2.fc32.noarch
  - cannot install the best update candidate for package dnsperf-data-2.3.4-4.fc32.noarch
  - cannot install the best update candidate for package bind-license-32:9.11.26-2.fc32.noarch
 Problem 6: package bind-utils-32:9.11.27-1.fc32.x86_64 requires libdns.so.1113()(64bit), but none of the providers can be installed
  - package bind-utils-32:9.11.27-1.fc32.x86_64 requires bind-libs-lite(x86-64) = 32:9.11.27-1.fc32, but none of the providers can be installed
  - cannot install both bind-libs-lite-32:9.11.27-1.fc32.x86_64 and bind-libs-lite-32:9.11.26-2.fc32.x86_64
  - problem with installed package dnsperf-2.3.4-4.fc32.x86_64
  - package dnsperf-2.3.4-4.fc32.x86_64 requires libdns.so.1112()(64bit), but none of the providers can be installed

  - package bind-lite-devel-32:9.11.27-1.fc32.x86_64 requires bind-libs-lite(x86-64) = 32:9.11.27-1.fc32, but none of the providers can be installed
  - cannot install both bind-libs-lite-32:9.11.27-1.fc32.x86_64 and bind-libs-lite-32:9.11.26-2.fc32.x86_64
  - problem with installed package dnsperf-data-2.3.4-4.fc32.noarch
  - package dnsperf-data-2.3.4-4.fc32.noarch requires dnsperf = 2.3.4-4.fc32, but none of the providers can be installed
  - package dnsperf-2.3.4-4.fc32.x86_64 requires libdns.so.1112()(64bit), but none of the providers can be installed
  - cannot install the best update candidate for package bind-lite-devel-32:9.11.26-2.fc32.x86_64

Expected results:
upgraded bind packages

Additional info:
The libisc.so.1107()(64bit) provided by the older bind-libs-lite-9.11.26-2.fc32 remains unchanged in bind-libs-lite-9.11.27-1.fc32.
I didn't find any newer dnsperf in updates-testing, either.
