Cause: the fact `container_exec_cmd_update_osd` is unset in the `complete osd upgrade` play so it never runs the command in a container.
Consequence: The playbook fails with the error message '[Errno 2] No such file or directory: b''ceph'': b''ceph''' in the last play for completing the OSDs upgrade.
Fix: Correctly set `container_exec_cmd_update_osd`
Result: The OSD upgrade complete successfully.
