Description of problem:
Right now paps only accepts UTF-8 strings to convert a text file to PostScript
file. it would be a good idea to support other encodings too.

Steps to Reproduce:
1.process non-UTF-8 file with paps

Actual results:
error "Invalid character in input" happens.

Expected results:
should generate PS file properly.
