Description of problem:

Reducing number of VFs through PF profile will report success and return
from operation earlier than kernel reports the links. 


Version-Release number of selected component (if applicable):
nmstate-1.0.2-0.3.el8.noarch

How reproducible:
100%

Steps to Reproduce:
1. Set number of VFs for PF > 1
2. Lower VFs to 1


Actual results:
nmstate returns but the links are still not present in the kernel. 

Expected results:
nmstate should return only after links are present.

Similar to (but not the same) BZ#1911642

Issue seen on nmstate 8.3 and 8.4 as well
