After speaking with Daniel, it appears that the issue is potentially fixed in ovn2.13-20.12.0-24 (1903210). I have provided the acks and the blocker '?' flag and set the target milestone, all so that this BZ can be evaluated as a blocker and potentially be included in 16.1.4. If there is an issue with this please let us know.
