Description of problem:
Upstream docs site is describing section
Set Quota for an Individual Bucket
https://docs.ceph.com/en/nautilus/radosgw/adminops/#set-quota-for-an-individual-bucket

but this is missing in RHCS 4 Developer Guide, 
which matches upstream docs only up to "1.27. Set a bucket quota"

The "Set Quota for an Individual Bucket" should be documented in RH documentation as well
