Description of problem:
It seems TuneD could be switched to built-in decorators. By switching to the built-in library we could lower number of dependencies and ease maintenance in the future.

Expected results:
python-decorator is not dep

Additional info:
We will also need to support TuneD on RHEL-7 with python-2.7.
