Description of problem:

New OSP16.1 environment doesn't mount the EFI partition during the deployment.

We manually mounted the UEFI partition on /mnt, it's not mounted by default AND it doesn't contain the redhat entry (only red)

BOOT  red

It seems OSP16 deployments with ironic use grub-install command for uefi which is wrong and not creating the partition at first place.

A similar issue[1] for UEFI based system was found during the Upgrade framework from 13 to 16.1 and has been fixed by manually following[2] , permanent fix for BZ[1] is planned for OSP16z4

This looks like a duplicate for bug #1925078, which has a fix in today's 16.1.4 release

This is not upgrade issue but ironic and deployment issue for new deployments.
