Description of problem:

IPA provides two RPC protocols: XML-RPC and JSON.

With 8.4.0 the only IPA-provided tool, ipa-join, will use the XML-RPC service.

It has had the capability to use JSON since the upstream 4.9.0 release and has been in use in Fedora with no issues for half a year.

To enable JSON we need to replace 

%bcond_without ipa_join_xml

with

%bcond_with ipa_join_xml

We should also be able to drop the build and runtime dependency on xmlrpc-c.

This will not change the RPC protocols available to the server. It will only affect the protocols we utilize internally.

In RHEL8.4 it 
Requires:
libxmlrpc.so.3()(64bit)
libxmlrpc_client.so.3()(64bit)
libxmlrpc_util.so.4()(64bit)

In RHEL8.5 with
ipa-client-4.9.5-1.module+el8.5.0+11411+d272e903.x86_64.rpm
Dependency of libxmlrpc is removed.

xmlrpc-c >= 1.27.4

In RHEL8.5
ipa-client-4.9.5-1.module+el8.5.0+11411+d272e903.x86_64.rpm
Dependency is removed. 
Based on this marking bug as verified.
