xorg-x11-font-utils has a script xorg-x11-fonts-update-dirs that was added to make things less duplicated someone around Fedora 18. It's just a shell script wrapping a few commands, so let's instead add this locally.

This also fixes the (currently broken) dependency between xorg-x11-fonts and xorg-x11-font-utils, with the deaggregation (Bug 1932731) it's now possible to install a fonts package without having that script installed.
