Description of problem:

Currently stable grub2-2.04-35.fc34 lacks the following functionality found in -36 and higher.

- Switch EFI users to new unified config

a. We need to be testing that conversion as part of this Fedora 34 change:

b. We should test it as part of system upgrade, not regular updates following the system upgrade. While it should work either way, constraining the testing to system upgrades narrows the risks.

Note: we don't need to worry about new clean installs having -35, the feature is effectively implemented by anaconda in that case.

Tested 'dnf system-upgrade --releasever=34 --enablerepo=updates-testing' starting with default clean installs of Fedora-Workstation-Live-x86_64-32-1.6.iso, and Fedora-Workstation-Live-x86_64-33-1.2.iso. This ran grub2-2.04-39.fc34, currently in u-t, during the upgrade, and it does what's intended.

Discussed during the 2021-03-15 blocker review meeting: [0]

The decision to classify this bug as a "RejectedFreezeException" was made as it's not a clear bug fix but more of a "change the behaviour and see what happens". In practice it will likely get pushed stable at the same time either way anyway.

Closing since the current F34 version is much higher than the mentioned in this bug.
