Description of problem:
Metering was deprecated in the 4.6 release, but the downstream package was never updated to reflect the deprecation. This likely involves updating the `spec.maturity` property that gets defined in the CSV YAML manifest from `stable` to `deprecated`.

Steps to Reproduce:
1. Go the OCP console
2. Query for the `metering-ocp` package
3. Verify that package isn't marked as deprecated

verified with 4.8.0-202103291928.p0

I see the following in the operatorhub page now.

Deprecation Notice
The Metering Operator was deprecated in the OpenShift 4.6 release.

In the future, this version of the Metering package may be removed, so please plan accordingly.
