Description of problem:
Permissions on created OpenPegasus repository directories and files are 
inconsistent with the permissions on the packaged repository directories and 
files.

1. ls -l /var/lib/Pegasus/repository

So, it would appear that all the /var/lib/Pegasus/repository/
files should have ownership 'root:root' and permission 0700 - 
I'll make this so for the next release.
