Description of problem:
perl-Throwable requires perl(ExtUtils::MakeMaker) >= 6.11 but it is not necessary

This was fixed in Fedora via https://bugzilla.redhat.com/show_bug.cgi?id=1052853 

Could we please have that fix in EPEL-7 also?

Thank you for the quick update.

I checked the new build against the old package and also a locally built fixed version and it looks good.
The requires are fixed and contents are otherwise the same.
