* Does the service require post-rpm-installation configuration in order to be useful (for example, does it need manual edits to a configuration file)?
The certbot-renew.timer will run OK even if no certificates have been previously requested (it will just do nothing).  

* Does the service listen on a network socket for connections originating on a separate physical or virtual machine?

* Is the service non-persistent (i.e. run once at startup and exit)?
It is a timer that runs every 12 hours to renew any certificates needing renewal

* What is the exact name (or names) of the systemd unit files to be enabled?
certbot-renew.timer

* Is this request for all Fedora deliverables or only for some Editions (list them)?
all Fedora deliverables

Through discussion with Brad Warren from EFF/Certbot, mattdm and I have identified that one way we can collaborate with upstream better is to enable certbot-renew.timer by default.  This will not hurt anything, even if people install the certbot package but don't request any certbot certificates.  If you run certbot renew with no certificates yet, it just says there are no certificates to renew.
