Description of problem:
When a cluster using cinder csi driver gets updated to 4.6 to 4.7 it stops recognizing the OpenStack Cinder service's CA as valid.

Steps to Reproduce:
1. Deploy ocp 4.6 on osp13
2. Run minor update

Actual results:
Upgrade gets stuck

Expected results:
Upgrade should finish without issue
