Add ports filtering support to XtremIO Cinder driver If there are some iSCSI or FC targets (ESXi for example) that are not connected to the OpenStack host, attach volume operation waits until timeout. The XtremIO Cinder driver needs a new option to support ports filtering.

Description of problem:
Add TripleO support for XIO cinder driver ports filtering.
If there are some iSCSI or FC targets that are not connected to the OpenStack host, attach volume operation waits until timeout for these ports. The XtremIO Cinder driver needs a new option to support ports filtering and  puppet-cinder, puppet-tripleo & tripleo-heat-templates need to expose it.

If we need to split it into 3 different BZs we can do it.
