Description of problem:
in https://review.rdoproject.org/r/c/rdoinfo/+/32589 we did this rebase upstream.

So we should reflect that downstream as well.

Reasons why this is needed are:
A) https://github.com/voxpupuli/puppet-rabbitmq/pull/841 as it
  improves some default settings around performance

B) 877f32042a5a to remove the harmless but worrying facter error

Specifically A) will also fix rhbz#1848705
