This prevents complete cluster startup on all !x86 architectures. Bumping priority/severity. This is what cluster-ingress-operator did to drop its usage of hello-openshift: https://github.com/openshift/cluster-ingress-operator/commit/8332af2f56d7ce51dca259e35d9700d86d1e4f95 Verified this bug on 4.8.0-0.nightly-2021-04-07-231200
