The latest 4.6 nightly release does not include the fix. Pending the available release payload to verify it.

Verifying with 4.6.0-0.nightly-2021-04-15-200627. Baremetal operator is not firing for ClusterOperatorDown during 4.6.0-0.nightly-2021-04-15-200627 to 4.7.7 upgrade. Moving it to verified state.
