It might be that idling/unidling is not supported by calico. Will investigate and ask SDN folks.

idle only supported on OVN-K and OpenShiftSDN. Will create a PR to only run the test on those two platforms.

I needed a bug to first fix in 4.8, which is https://bugzilla.redhat.com/show_bug.cgi?id=1957146.
I will cherry-pick that into 4.7, then we can verify that we no longer fail in on calico jobs.

this bug is duplicate of 1958797, 1958797 has been verified.
