Description of problem:

when I retract the panel, some of the open windows on the screen rearrange
themselves down, so that around half of the window in question is off screen. 
unretracting the panel again pushes them back up, but not to the original locations.

1. retract panel (by clicking arrow)
  
Actual results:

windows on screen move around (including on second monitor where panel is not
even present)

Expected results:

nothing should change

Additional info:

this happens on two separate machines, both with two monitors.  on the other
machine, when the panel is out (not retracted), you can no longer drag
applications from one monitor to the other.  when the panel is retracted, it
does the rearranging (it pushes all windows onto the primary monitor), then does
allow you to move them back.  if the panel is put onto the secondary monitor,
everything works as normal.

Fixed long ago in KDE SVN, should work fine under F7/F8; reopen if it still 
persists.
