To land k8s bump https://github.com/openshift/kubernetes/pull/641 
I had to disable 'API data in etcd should be stored at the correct location and version for all resources' due to differences coming from the bump.

Checked testgrid https://testgrid.k8s.io/redhat-openshift-ocp-release-4.8-informing#periodic-ci-openshift-release-master-ci-4.8-e2e-gcp-serial&sort-by-flakiness, the e2etest [1] was back and ran passed since May 9th, so move the bug VERIFIED.
