virsh: Do not try connecting first time without polkit agent
Tested with libvirt-7.10.0-1.el9.x86_64: Testing steps are the same with the ones in bug description. After watching the log, No error shown in log when connecting qemu:///system with non-root user. Verify this bug with: libvirt-7.10.0-1.el9.x86_64 Testing steps are the same with the ones in bug description. After watching the log, No error shown in log when connecting qemu:///system with non-root user. As the testing result matches with the expecting one, mark the bug as verified.
