Proposing as a blocker for final, this will prevents some systems from booting at all. Discussed during the 2021-04-05 blocker review meeting: [0] The decision to classify this bug as an "AcceptedBlocker (Final)" was made as it violates the following criterion: "All release-blocking images must boot in their supported configurations" for affected ARM systems.
