Description of problem:
ceph-ansible provides an option to customize container memory and cpu limits
It is nice to have it from cephadm also

(This is a regression from product install and management component offerings POV)

Example - 
User can specify 
>>ceph_osd_docker_memory_limit and ceph_osd_docker_cpu_limit as in [1]
and ceph-ansible adds it to service file as in [2]

Transitioning to Jira will make ti possible to change the subject and description on an issue. I hope Aileen is finishing the transition to Jira ASAP. In the meantime, can you create a new BZ for this?
