Yes, it's a duplicate. Please, remove the python3-speedtest-cli package from the repos, because it's not working compared to speedtest-cli, and is suggested when trying to run the speedtest command without having either installed:

It took me a lot of time before I realized I simply needed to install the correct package - at least speedtest-cli could be suggested instead of python3-speedtest-cli when trying to run the program when it's not installed.
