Description of problem:
In order to enable cluster profiles on ROKS 4.8, all manifests that were not previously excluded from the profile need to have an "include" annotation. Autoscaler operator manifests do not yet have this annotation.

Steps to Reproduce:
1. oc adm release extract [RELEASE-IMAGE]
2. Inspect manifests included in the release that belong to the cluster autoscaler operator.
3. Manifests should contain the annotation:
   include.release.openshift.io/ibm-cloud-managed: "true"

Actual results:
Manifests do not contain the annotation

Expected results:
Manifests contain the annotation
