Description of problem:

In order to enable the ibm-cloud-managed cluster profile, manifests that need to be applied by the CVO need to include the following annotation:
  include.release.openshift.io/ibm-cloud-managed: "true"
In addition, any deployments applied by the CVO in this profile, should not contain a node selector for masters.

Steps to Reproduce:
1. oc adm release extract [RELEASE-IMAGE]
2. inspect manifests for olm (prefixed with 0000_50_olm)
3. manifests should include the ibm-cloud-managed profile annotation.
4. deployment manifests with the annotation should not include master nodes in their node selectors.

Actual results:
Manifests do not include the ibm-cloud-managed annotation

Expected results:
Manifests include the ibm-cloud-managed annotation
